Winfield police complete investigation of child’s death; submit info to county attorney

Winfield Police have concluded their investigation into the death of a 17-month-old girl and turned the information over to the Cowley County Attorney’s office for consideration of charges.

Savannah Topper died May 14 at home in Winfield. Around 1 p.m. that day, police and emergency crews were called to an apartment at 1220 Fuller and found the child deceased.

An autopsy, ordered by the county coroner, was conducted the following day.

Police had been waiting on official autopsy findings to be completed before presenting the case to the county attorney’s office, officials said. That autopsy report has been received by police, though no details have been made public.

County attorney Larry Schwartz told NewsCow this week that he received information on the case Friday. He expects to need some time to review it before determining whether or not criminal charges are filed.
