Cowley County Sheriff’s Record for April 3-4, 2018

April 3

Deputy was dispatched to 31st/202nd for a welfare check. A male subject was located in the 22000 block of 31st RD and given a ride to the Arkansas City Hospital.

Deputy was dispatched to the 2600 block of K360 for a car vs. deer accident. No injuries reported.

Deputies responded to the 4000 block of 252nd RD for an alarm call.

Deputies assisted ACPD with a welfare check in the 26000 block of 61st RD.

Deputy stopped to check a vehicle in the 7000 block of 212th RD. No assistance needed.

Deputy was dispatched to the 16000 of 136th RD for a theft report.

Subject called the Sheriff’s Office to make a traffic complaint in the 2000 block of 11th RD.

Deputy was dispatched to the 2000 block of W Skyline RD for a possible scam report.

Sheriff’s Office was asked to assist ACPD with transporting an individual to Wichita. The request was later cancelled.

Deputy stopped to check two vehicles in the in the 21000 block of US 77 HWY. No assistance needed.

Deputy dispatched to the 20000 block of US 160 HWY for a report of a cow out.

Report of a black cow out in the 17000 BLK of 201st RD. No cows were located out.

Boualy Phengsengkham was arrested on a Failure to Appear warrant in the 200 BLK of 12th ST.

Michael Lapaille was arrested on a Failure to Appear warrant in the 1300 BLK of Manning.

Cowley County Deputy responded to a minor injury accident in the 14000 BLK of US 160 HWY. Sandra Becker was driving eastbound in a 2012 Ford Fusion when she struck a cow in the roadway.

Deputy took a report for a non-injury accident in the 14000 BLK of US 160 HWY. While investigating a prior accident involving a cow the cow had wandered back onto the roadway before the owner could be located. Kelsey McAlister was driving a 2005 Chevy Silverado when she struck the same cow. The owner of the cow,
Christopher Nettrouer located the cow and it was placed back in its pasture.

Deputy responded to a non-injury accident in the 4000 BLK of 61st RD. Meghan Eichelberger and a passenger were traveling south bound in a 2005 blue Ford Explorer. Eichelberger became distracted causing her to lose control of her vehicle. The vehicle left the roadway, went through a gate, and came to rest in a row of trees.

Suspicious behavior was reported in the 16000 BLK of 2nd RD. It was reported a small truck of unknown color was stopping near several residences. The vehicle was not located.

Deputy checked a vehicle in the 8000 BLK of 151st RD. Driver had a flat and had help on the way.
