Surveillance Leads To Traffic Stop; 5 Arrested On Drug Charges

The Arkansas City Police Department arrested five Cowley County residents Thursday afternoon in connection with a traffic stop that turned up drugs.

According to a news release from the department Tuesday afternoon, officers were surveilling a residence located at 1226 S. Third St. about 2 p.m. Thursday when they observed 49-year-old David Lee Wyckoff, Jr., of Ark City, who was known to have active warrants, leaving the residence with a female and another male. Wyckoff entered a silver passenger car, which left and then was stopped by officers. Wyckoff then was taken into custody and searched. He was found to be in possession of a syringe.

The female, later identified as 29-year-old Jessica Maria Howell of Winfield, exited the vehicle and was searched. Police found a white powdery substance on her person. She also was taken into custody.

Officers asked the other male passenger to exit the vehicle. He was identified as 31-year-old Cody Dewayne Walker of Ark City. The driver and front passenger then exited the vehicle. The driver was identified as 26-year-old Alejandro David Carrillo of Ark City and the female passenger as 30-year-old Kyesha Rashaun Walker of Ark City. Both were found to have active district court warrants for their arrest.

When officers began searching the vehicle, a tan purse was located on the rear passenger floorboard of the vehicle.

In the purse, police found a substantial quantity of a crystallized substance, a silver scale with crystallized residue on it, two syringes with a brownish clear fluid and several small plastic baggies.

Under the front passenger seat on the floorboard they found a loaded firearm with live ammunition.

Several items of drug paraphernalia also were found in the vehicle. All five individuals were arrested on suspicion of drug possession and served with their warrants. Walker also was arrested on suspicion of possessing the firearm. according to authorities. The vehicle was seized and escorted to the police department.

Officers applied for a search warrant for 1226 S. Third St. After executing the search warrant, they found numerous syringes with substances in them, along with a leafy green substance in a brown cigar.

Carrillo was arrested on suspicion of misdemeanor possession of drug paraphernalia. He also was arrested on a pair of misdemeanor warrants for failure to appear through Cowley County District Court in both Arkansas City and Winfield. He was transported to and booked into the Cowley County Jail in Winfield in lieu of $11,000 bond through Cowley County District Court in Arkansas City and a $510 bond through Cowley County District Court in Winfield. He remained in custody at the time of this news release.

Howell was arrested on suspicion of one felony count of possession with intent to distribute methamphetamine and two felony counts of possession of opiates, as well as one misdemeanor count of possession of drug paraphernalia. She was transported to and booked into the county jail in lieu of $13,500 bond. She since has posted bond and has been released from custody.

Cody Walker was arrested on suspicion of felony counts of criminal possession of a firearm, interference with a law enforcement officer and possession with intent to distribute methamphetamine, as well as one misdemeanor count of possession of drug paraphernalia. He was transported to and booked into the county jail in lieu of $15,500 bond. He remained in custody at the time of this news release.

Kyesha Walker was arrested on suspicion of misdemeanor counts of possession of drug paraphernalia and possession of marijuana. She also was arrested on an Arkansas City district court warrant for probation violation, with no bond on that warrant. She was transported to and booked into the county jail in lieu of $2,000 bond. She remained in custody at the time of this release.

Wyckoff, Jr., was arrested on suspicion of felony possession of a controlled substance and misdemeanor possession of drug paraphernalia. He also was arrested on three felony warrants for probation violation through Cowley County District Court in Arkansas City. He was transported to and booked into the county jail in lieu of $6,000 bond. There is no bond on the three warrants. He remained in custody at the time of this news release.
