UPDATE: Name Released Of Inmate Found Dead Inside Cowley County Jail Cell

The name of the inmate who was found deceased at the Cowley County Jail Thursday evening has been identified as 30 year-old Steven Eugene Spotts of Winfield, according to a news release from the Cowley County Sheriff’s Office Monday afternoon. The preliminary results of an autopsy have listed the cause of death as suicide.

This case is still under investigation by the Kansas Bureau of Investigation.

According to an inmate roster from last week, Spotts was in jail for identity theft, theft of property/services and criminal use of  financial card. His bond had been revoked.

The Kansas Bureau of Investigation has been called in to investigate the unattended death of an inmate at the Cowley County Jail in Winfield Thursday night.

Around 8:10 p.m., county jail staff discovered an unconscious inmate in his cell.

Winfield Fire-EMS and Cowley County Sheriff’s Office Deputies attempted life saving measures. The inmate was pronounced deceased on scene at 8:32 p.m.

An autopsy will be conducted, according to a written statement from the sheriff’s dept. The investigation is still pending at this time.

It’s the third death at the jail since October 2017. That month, Jason D. Porter committed suicide at the jail by throwing himself over a second-story rail and onto a concrete floor.

About a month later, 33-year-old, Jesse Crable died of what were believed to be medical issues.
