Winfield Breaks Ground On New Housing Development At 19th And Bliss

Winfield officials and Petra Development representatives joined for a celebratory groundbreaking ceremony to mark Phase 1 of the Win Residences housing development, a mixed market-rate apartment plan designed to serve the local community and workforce. 

“Petra is pleased to partner with the City of Winfield on this exciting project, by providing fresh, attractive solutions to the existing housing needs.” said Tylan Dyer, Chief Development Officer for the company.

Win Residences, scheduled to open in 2023, will include 71 one- and two-bedroom rental units. Subsequent phasing includes three bedroom units. Conco Construction of Wichita will complete the build.

In a statement for the media, city officials said the project brings to realization a multi-year effort to develop a city-owned parcel at 19th Ave. and Bliss St. The City said the parcel is ideal for housing due to it’s proximity to grocery and recreation offerings. 

Development in the area includes a new pedestrian path funded in part by Blue Cross Blue Shield of Kansas Healthy Pathways program and Rise Cowley. The path which will stretch from near the housing site west to Menor St. along 19th Ave. will create a link to retail and recreation for the development.

“The availability of quality housing options for area employees at all income levels was identified in the community survey sent out in 2019,”said Taggart Wall, city manager. “Demand for housing remains high in Winfield and Cowley County. It is a number one priority of our industrial partners.”

The City has applied to the Kansas Housing Resources Corporation for consideration of funding toward Phase 2 of the project—which would include market rate and moderate income units.
