A 40-year-old Ark City man has been arrested in connection with a rape investigation based on allegations made by a 15-year-old girl.
Charles M. Mills went to the Ark City Police Dept. and surrendered himself to investigators around 11 p.m. Wednesday, according to police chief Sean Wallace. He was booked on charges of rape and aggravated indecent liberties with a child.
Bond has been set at $15,000 and Mills remained in jail Thursday morning.
Wallace said the matter remains under investigation.
The alleged victim told police that the sexual assault occurred between 8 a.m. and 9 a.m. Wednesday. Authorities attempted to locate Mills and could not find him for a time. Evidence indicated he had fled in order to avoid prosecution.
Eventually he showed up at the police station. Police released few details regarding the teen girl's allegations against Mills.
Mills is a brother of convicted sex offender Jerry Mills, who was found guilty of rape, aggravated indecent liberties, criminal sodomy and lewd and lascivious behavior earlier this year.
There is no connection between this case and the cases involving Jerry Mills, Wallace said.
Jerry Mills is currently an inmate at Norton Correctional Facility.
