Wind and heavy rain caused power outages, localized flooding and downed tree limbs across Cowley County Tuesday night.

Westar Energy reports that many continue to be without power in the Ark City area and rural areas north and east of Winfield. As of 8 a.m. this morning, 267 Westar customers remained without service in Cowley County, according to the Westar web site.

Heavy rains led to flooding on the East Madison underpass in Ark City that closed the roadway for a time.

Much of the damage caused by the storm was in the form of downed limbs and trees.
