Prosecutor: Waugh could face Okla. charges

Local prosecutors are considering what formal charges will be filed against Cindy Waugh, an Ark City woman free on bond in an investigation into theft and other financial crimes.

Cowley County prosecutor Chris Smith said his office recently received information and evidence in the case from Ark City police and will be making a decision on charges. He said his office is also consulting with Kay County, Okla. authorities because a number of the crimes are alleged to have occurred there.

Because of that, it’s possible charges could be filed in Oklahoma.

Waugh is a long-time employee with the Ark City Fire Dept. and has been placed on leave from her position there while the city conducts an internal investigation.

Waugh has said the allegations against her having nothing to do with her job with the city. Investigators said they have established no such connection, so far.

Police arrested Waugh earlier this month and booked her into jail on more than 20 counts each of theft and criminal use of a financial card. She posted $45,000 bond and was later released.

Court and law enforcement officials said an alleged victim in the case is a foster child of Waugh’s.
