Topper pleads to count in local groping case

Jason Topper recently entered a plea agreement with prosecutors in regard to a groping incident that took place in Winfield this summer.

Topper received a year’s probation on a single count of lewd and lascivious behavior, a misdemeanor. The court also ordered he undergo sex offender evaluation and follow any recommendations made as a result of the evaluation, according to Cowley County attorney Chris Smith.

Topper could serve an underlying sentence of six months in jail should he violate any terms of the plea agreement. He originally faced a second misdemeanor charge ? for sexual battery ? but that charge was dropped.

Topper was said to have exposed himself to the woman and groped her breast before fleeing the scene during an incident in July. The woman was walking late at night in a Winfield neighborhood when the incident occurred.

Topper was convicted of a conspiracy charge in connection with a 1993 murder in Cowley County. He spent more than eight years in prison on convictions related to that crime.

He was paroled to Sedgwick County in 2002 and discharged from parole in 2005.

Topper was convicted of having aided the person responsible for committing the 1993 murder.
