Biddle plans housing addition near Winfield

A new housing subdivision south of Winfield has only one obstacle and that’s expected to be eliminated tonight when Cowley County commissioners approve the final plat of Pine Ridge. The regularly scheduled meeting begins at 7 p.m. at the courthouse.

Twelve 1,600 square-foot homes are planned in the $200,000 price range, according to Christopher Biddle, president of 2-B Construction. Pine Ridge will be developed in the general vicinity where Wal-Mart initially wanted to build a larger store, he said.

Biddle has been building homes about 12 years in the Arkansas City, Oxford and Quail Ridge subdivision area on the southern edge of Winfield. He began planning Pine Ridge last October south of U.S. 77 near Whispering Meadows.

One home has already been constructed but can’t be sold until the final plat is approved. It seems everybody has “been dragging their feet,” he said.

One road in the subdivision – Mays Road – approximately 1,100 feet in length with a cul-de-sac at the end – is dedicated for public use. The estimated road construction cost to meet minimum township-county standards is $10,000.

The Winfield Planning Commission approved the final plat in February. The majority of the members of the Pleasant Valley Township board have stated they will accept maintenance of Mays Road. County Engineer Dale Steward has certified the subdivision has sufficient right-of-way.

Commissioners have a short agenda before them. They’ll be asked to pay the bills, including $90,000 in claims for Rural Fire District 5, and approve one final chore for another housing subdivision on 132nd Road, approximately three and one-half miles northeast of Winfield. Developer Joe Archambeau has four 10-acre lots and two 25 acre lots in Hilltop Estates.
