The Arkansas City Police Department arrested a local man early Saturday morning after he allegedly fired five shots into an occupied vehicle.
Landon Lee Bissell, 34, Ark City, was arrested on suspicion of felony counts of aggravated assault, criminal discharge of a firearm at an occupied vehicle, criminal possession of a firearm and possession of meth. He also was arrested on suspicion of misdemeanor counts of criminal damage to property and possession of drug paraphernalia.
Bissell was transported to and booked into the Cowley County Jail with bond set at $64,000 through Cowley County District Court in Arkansas City. He remained in custody this morning.
Officers were dispatched about 12:27 a.m. Saturday to the 800 block of North First Street for a report of a possible shooting. They learned it actually had occurred in the 900 block of North First Street.
The two victims, a 33-year-old Arkansas City male and a 47-year-old Arkansas City female, said they were sitting in their vehicle at that location when Bissell drove up in a red Chevrolet pickup truck.
The victims reported that he stopped the vehicle, exchanged words with them, and then shot and struck their vehicle five times, narrowly missing them. No injuries were reported.
Officers initially were unable to locate the suspect, so they posted a picture of him on Facebook on Monday. Thanks to the tips they received, they were able to locate the Chevrolet and contact Bissell.

Jim Holloway, who heads the department’s investigation division. “Thank you to all those who regularly submit tips and a special thank you for the tips received in this case!”
Police interviewed Bissell, and executed a search warrant for his house and vehicle. They located a firearm thought to be the one used in the incident, along with evidence of suspected illegal drug use.
Bissell subsequently was taken into custody.
