The Ark City Police Department arrested two Cowley County women Wednesday on drug charges after a traffic stop in southwest Ark City.
Celina Latsamy Manivong, 26, of rural Ark City, was arrested on suspicion of one felony count of possession of methamphetamine, as well as one misdemeanor count each of driving with a suspended license — her third offense — possession of drug paraphernalia and possession of marijuana.
She was transported to and booked into the Cowley County Jail in Winfield on a bond of $5,500 through Cowley County District Court in Ark City.
Manivong remained in custody at the time of this release.
Megan Darlene White-Welty, 39, of Winfield, was arrested on suspicion of one felony count each of no drug tax stamp, possession of narcotics and possession with intent to distribute methamphetamine, as well as one misdemeanor count of possession of drug paraphernalia.
White-Welty was transported to and booked into the county jail on a bond of $10,500 through Ark City district court. She also remained in custody at the time of this release.
An Ark City police officer conducted a traffic stop of a vehicle with an expired tag Wednesday in the 1000 block of South Third Street. The tag displayed a sticker showing that it was current, but the state computer showed it to be expired. Police made contact with Manivong, the driver of the vehicle, and her passenger, White-Welty.
Manivong was found to have a suspended driver’s license and placed into custody. A search of the driver compartment led to the discovery of drug paraphernalia, marijuana and methamphetamine.
Officers then located items of narcotics inside White-Welty’s purse and she also was found to be in possession of methamphetamine.
Police obtained a search warrant for the vehicle and, during the execution of this warrant, located more items of drug paraphernalia and methamphetamine. About 4.21 grams of methamphetamine were found in the glove box, along with items belonging to White-Welty.
