Derby Man Suspected Of DUI Arrested After Driving Car Into Ark City Roundabout

The Arkansas City Police Department arrested a Derby man on suspicion of driving under the influence after he wrecked his vehicle early on March 29, according to a news release this week.

Skylar Alan Milner, 29, was arrested on suspicion of misdemeanor driving under the influence (second offense). He was transported to and booked into the Cowley County Jail in Winfield on a bond of $1,250 through Ark City Municipal Court.

Milner since has posted bond and been released.

He also was cited for no proof of insurance, possession of drug paraphernalia and possession of marijuana through Ark City Municipal Court.

Officers were dispatched at 2:32 a.m. March 29 to the U.S. 77-U.S. 166 roundabout in the 1200 block of East Kansas Avenue for a report of a one-person injury accident.

Evidence at the scene indicated the vehicle, which was being driven by Milner, was northbound on U.S. 77 when it entered the south access point and went over the curb through the roundabout.

The vehicle, which ended up completely disabled and blocking the northbound access lane, contained numerous illegal substances and items associated with their use. The vehicle was searched. Milner displayed signs of impairment and police administered field sobriety tests to him.

He subsequently was taken into custody after being treated for minor injuries by the Ark City Fire-EMS Department, but declined medical transport to SCK Medical Center.

The vehicle was searched, and police found items suspected to be illegal substances and items associated with drug sales in the vehicle, which was later impounded and towed away from the scene.
