ACPD: Two Ponca City Residents Arrested In Ark City On Theft, Drug Charges

The Arkansas City Police Department apprehended two Ponca City residents Friday on drug and theft charges following a shoplifting complaint, according to a news release from the ACPD Wednesday.

Destinay Marie Burks, 31, was arrested on suspicion of two felony counts of possession of methamphetamine, as well as one misdemeanor count each of no driver’s license, possession of drug paraphernalia and possession of marijuana.

Burks was transported to and booked into the Cowley County Jail in Winfield on a bond of $7,100 through Cowley County District Court in Ark City. She since has posted bond and been released.

Brian Lee Hankla, 43, was cited for theft through Ark City Municipal Court.

He also was arrested on an Ark City Municipal Court warrant for failure to appear and later released on his own recognizance.

Officers were dispatched Friday for a shoplifting report at Orscheln Farm & Home, 2715 N. Summit St.

A female who allegedly stole a pair of jeans was reported to be leaving the store in a blue Mitsubishi.

Police located the vehicle in the 3100 block of North Summit Street and identified the driver as Burks, who was found in possession of marijuana, methamphetamine and items of drug paraphernalia.

No stolen property was found on Burks’ person, but officers later learned that Hankla was with her at Orscheln and had left the store on foot, walking south toward Walmart, located at 2701 N. Summit St.

He was located in the Walmart parking lot and found to have stolen property on his person, as well as an outstanding warrant for his arrest.

Both individuals were taken into custody without incident.
