Man arrested on felony animal cruelty charge

A Winfield teen was arrested last weekend after grabbing a cat by its tail and swinging the animal until the animal’s head struck the concrete. The cat died, said Winfield Police Officer David Dougherty.

The incident occurred Sept. 28 at St. James Court.

“Several people were outside and saw what occurred and called us,” Dougherty said.

The dead cat was in the middle of the parking lot. Dougherty learned the name of the suspect and arrested James A. Bell Jr., 19. He told police he had been drinking and he was sorry he killed the cat, according to Dougherty.

Bell was booked into the county jail for felony cruelty to animals, but has since bonded out pending his first court appearance. The date was not available.

Dougherty said he has talked with the Cowley County Attorney’s Office and the report of his investigation is currently being reviewed.

Cruelty to animals is defined by Kansas law as intentionally killing, injuring, maiming, torturing or mutilating an animal, according to Dougherty.
