Arraignment set for Bell in animal cruelty case

Arraignment has been set for 8:30 a.m. Nov. 30 for James A. Bell Jr. over an animal cruelty case. The 19-year- old Winfield man appeared in District Court in Winfield Monday.

He was arrested after grabbing a cat by the tail Sept. 18 and swinging it until the animal’s head struck the concrete. The cat died.

Cruelty to animals is defined by Kansas law as intentionally killing, injuring, maiming, torturing or mutilating an animal.
