Moulton Released On $100K Bond; Bay Remains In Wichita ICU

Walker Moulton will be in Kay County District Court on Nov. 5 at 9 a.m. for his initial appearance following a single-vehicle rollover accident Tuesday night that killed an Ark City High School senior, critically injured another and injured one more.

Moulton, soon to turn 19-years-old in November, was booked that night into the Kay County Jail on charges of DUI and first-degree manslaughter, according to the Kay County Detention Center.

Judge David Wilkie set bond at $100,000 upon the condition that Moulton have no alcohol if released. Moulton since posted bond and has been released. 

Moulton was the driver of a 2000 Jeep Wrangler that rolled and ejected two passengers late Tuesday night in rural Kay County. The accident happened on a two-lane gravel road at East Judo Road and North Enterprize Road, 6 miles north and 4.5 miles east of Newkirk.

The accident killed 17-year-old ACHS senior Rhett Lathers and sent 18-year-old Logan Bay, a 2021 ACHS graduate, to the Wesley trauma center in Wichita in critical condition with head injuries.

As of Thursday afternoon, Bay remains in intensive care at Wesley Medical Center.

Harley Sparks, an 18-year-old senior at ACHS, was transported via a private vehicle to William Newton Hospital in Winfield where she was treated and released.

According to the OHP, seatbelts were not used by anyone in the vehicle. Moulton was not injured.

Troopers with the OHP, the OHP Traffic Homicide detachment, Kay County Sheriff’s Department and Newkirk Fire-EMS worked the scene.

Lathers was a starting linebacker and tailback for the Ark City football team. He and Moulton were teammates on last year’s Bulldogs squad that went all the way to the Class 4A state title game. Lathers was also a member of the Ark City wrestling team.

School in Ark City was already out Wednesday and the rest of the week for the annual Arkalalah festival.
