Lottery board approves contracts Tuesday

Contracts with 10 developers seeking to become lottery gaming facility managers in Kansas were approved by the Kansas Lottery Commission during a special meeting Tuesday.

The 10 include three competing in Sumner County – the South Central Gaming Zone. They are: Sumner Gaming Joint Venture, LLC (Harrah’s); Penn Sumner, LLC, and Marvel Gaming.

One developer in the South Central Zone – Sumner Gaming Ventures (MGM-MIRAGE and Foxwoods), officially withdrew its nomination over the weekend.

The commission also approved contracts with five developers in Wyandotte County and two in Ford County. All contracts require managers to pay a $25 million privilege fee within 30 days.

In approving the contracts, the Lottery determined that these developers met minimum requirements as provided in Senate Bill 66, the Kansas Expanded Lottery Act.

Those requirements include local endorsement, having sufficient access to financial resources to support the activities required of a lottery gaming facility manager, no less than three consecutive years of experience in Class III gaming, and being current in all taxes.

The contracts will now be forwarded to the Lottery Gaming Facility Review Board, which will select one developer in each gaming zone to construct and manage a destination casino.

The review board will hold public meetings in each gaming zone in the coming months.
