An 18-year-old Oxford teen has been arrested and is accused of raping a Cowley College student in Kirkdale Dorm Oct. 19.
Stephen Shepherd booked into the Cowley County jail and faces a rape charge, according to Arkansas City Police Chief Sean Wallace.
Shepherd has posted $7,500 bond and been released from custody. Shepherd has not yet been formally charged by the Cowley County Attorney’s Office.
