County: Salvage yard on hold; must clean up

Plans for a salvage yard just outside the city limits south of Winfield were brought to a halt by Cowley County Commissioners Tuesday.

Property owner Kris Frahm has been ordered to start clean up at the site within 30 days and is to cease "any further accumulation of junk or salvage material," according to the order. A county enforcement official will determine when the property is suitably tidy.

Frahm’s name appears on the order ? because she is the property owner ? but she has leased the land and a building on it to a Wichita recycling company operated by Jay Marks. The company has already moved a considerable amount of salvaged metal to the site and that drew attention from area landowners and government officials.

The property is located along the U.S. 77 corridor across the highway from a medical clinic, The Ridge Restaurant and Quail Ridge Golf Course.

Frahm, according to Defore, told commissioners she had not realized the scope of Marks’ plans.

Commissioners also are requiring that Marks notify them before moving ahead with any future plans he has for the site, once clean up is complete.
