Recycling center operator begins clean up

A Wichita recycling company has begun to clean up a salvage yard just outside the city limits south of Winfield as directed by the Cowley County commission.

A crusher has been moved in and some salvage material baled, said County Administrator Leroy Alsup.

"It looks like they’ve also trucked out some of the material," he said.

Property owner Kris Frahm leased the land and a?building on it to Jay Marks who operates American Can and Scrap. Other area landowners and government officials objected to the accumulation of junk, which is located along the U.S. 77 corridor across the highway from a medical clinic, restaurant and golf course.

The commission adopted an order Feb. 3 giving Frahm -? the property owner – 30 days to initiate the cleanup. Once the cleanup was initiated, substantial progress is to be made on a regular basis.

"They have made some progress," Alsup said. "The commission will view (photos) April 7 and determine whether the progress is satisfactory or not."

There are other options available to the commission. It could order Fahm, or Marks, to move faster or bring county crews in to clean it up for them and then bill for the time.

The commission prefers the owner cleans up the problem in such circumstances, according to Alsup.
