Suspect gets upset, takes it out on patrol car

A man arrested for open container Sunday afternoon became upset and broke the windshield of a Cowley County Sheriff’s deputy patrol car by kicking it, undersheriff Bill Mueller said this morning.

James E. Cummings, 62, was on his way to jail when the windshield was damaged. Cummings faces charges of open container and criminal damage to property.

The incident began in Burden when authorities were called to a report that a man and woman in a truck had struck a convenience store building. The two were noticeably drunk when law enforcement arrived.

Charmain Marie Evans, 42, Winfield, was the driver of the vehicle. She was arrested for DUI, no driver’s license and failing to report an accident.
