Local power official earns a utility certification

James Ging, assistant director of electric and water utilities for the city of Winfield, has been certified as a public power manager by the American Public Power Association.

The designation is part of a fairly new program and Ging is just the fourth person in the United States to earn the certification. Participants are required to attend classroom training and develop a power management plan.

Ging was required to write and implement a plan for improving utility performance. He used polarity mapping to identify desired outcomes that the plan would achieve.

He also was the first participant in the program to develop an evaluation form to measure the success of the plan. APPA is national utility organization with 2,000 member cities.
