County manager gets a pay hike to $90,000

Cowley County Administrator Leroy Alsup got a $7,403.60 pay hike from two of the three county commissioners during Wednesday’s commission meeting.

Commissioners Dick Bonfy and Gary Wilson voted for the amended employment agreement while commissioner Carmelita Clarkson voted against approval.

Alsup was making a base salary of $82,598. He’s now earning a base salary of $90,001, according to the agreement. The length of the agreement remains the same – Dec. 31, 2009 – as does his monthly vehicle allowance of $320 and a deferred compensation program equal to 11.85 percent of his base salary. The nine-month severance pay clause in the agreement also remained unchanged.

Clarkson also voted against spending $17,953 for a 2008 Impala LS from Merle Snider Motors for the County Community Corrections Department. She said last week she wanted to spend the approximately $14,000 grant money awarded for the purchase of a motor vehicle and couldn’t justify spending county funds on the balance when other agencies suffered budget cuts. The purchase was approved by Bonfy and Wilson.

The purchase of two 2009 Ranger XLT Super Cab 4X4 pickups for the County Appraiser’s Office for $31,530 was approved by all three commissioners, according to County Clerk Karen Brooks.

The commission also took a formal vote in essence saying the commission believed a tax increment financing redevelopment district for Arkansas City would be detrimental to the county. The commission several weeks ago asked for more information before taking a vote. Then the Ark City commission voted against the district. Now, with the county commission’s action, the entire process would have to start over should the city commission decide to reconsider, Brooks said.
