Ark City man arrested for a handy-man scam

An Arkansas City man has been arrested for scamming at least one elderly woman. Leon F. Jackson Jr., 29, was arrested Wednesday for felony theft by deception, driving for the second time while his license is revoked, and being an habitual violator.

The Cowley County Sheriff’s Office has other cases of theft by deception pending against Jackson. He has posted $6,000 bond and been released from the county jail, according to Ark City Police Chief Sean Wallace.

The investigation which resulted in Jackson being jailed began Wednesday after they received a report that an 84-year-old woman had been the victim of a construction scam.

The woman paid him $1,400 to blow out her guttering and leaves, shovel snow and replace a door on her shed. The door he put on, Wallace said, was a $32 indoor door.

The woman wrote Jackson a check but he never returned to finish the job.
