UPDATE: ATF to review Winfield gun incident

UPDATE: 9:45 a.m. – Federal charges may be coming in connection with a firearm incident Sunday in Winfield, interim Chief Brett Stone said this morning.

The Federal Bureau of Alcohol, Tobacco, Firearms and Explosives will be reviewing the case, due to the type of weapon found. The gun included a sound suppressor and was capable of being fully automatic.

The gun is one reported stolen by a resident in Dexter.

Shots fired at a Winfield apartment building early Sunday led to the arrest of a Winfield man who fled from police for a short time, interim police chief Brett Stone said.

Officers went to 221 E. 12th at 4 a.m. after receiving a report that six to nine gun shots had been heard in the area. Shell casings were found on the porch and investigators approached a man and woman to inquire about the incident.

The male suspect ran inside the apartment when officers arrived and locked the door. A woman then exited the apartment and spoke with police.

Michael Fouch, 22, Winfield, was detained while a search warrant was being obtained but fled as he was being led to a patrol car. A warrant was secured and Fouch was eventually located in a vehicle with a second woman who was driving.

Neither woman was identified by name.

Fouch acknowledged having a handgun and told officers he had hidden the weapon, according to a police report. The suspect led officers to the gun, which was found in an attic-access area.

A search of the apartment revealed drug paraphernalia and marijuana.

Fouch was booked into the Cowley County jail and was being held on a $16,500 bond as of Tuesday morning.

He faces a number of weapons’ charges and an obstruction charge for initially failing to cooperate with police and fleeing the scene.
