Cops: Winfield man exposed himself at park

Police have arrested a Winfield man who is accused of exposing his penis to others at Island Park Playground Monday afternoon.

Richard J. Mangum Jr., 30, was booked into the Cowley County Jail on a felony-level count of lewd and lacivious behavior. He posted bond and was released the same day, according to jail officials.

A call was placed to 911 around 4:45 p.m. after a woman observed a man in the playground area who had his pants unzipped and his penis exposed. The woman alerted a second person who also witnessed the suspect’s behavior and asked that he zip his pants, which the suspect did, according to asst. chief of police Brett Stone.

Officers arrived a short time later and spoke with Mangum Jr., who was described in a report as resisting police and being uncooperative as he was arrested.

Adults and children were in the area at the time of the incident, which occurred within the confines of the playground near a climbing wall, Stone said.
