Beard, Garcia turn themselves into authorities

Two men wanted as part of last week’s large-scale drug bust in and around Ark City have turned themselves into authorities, according to Cowley County undersheriff Bill Mueller.

Ralph Beard, 28, Ark City, surrendered himself Friday evening and Cesar Garcia, 26, Ark City, surrendered himself on Sunday evening. Bond for both men has been set at $50,000.

Those who know Garcia said he had been out of town for work and surrendered after returning to Cowley County this weekend.

Beard faces once count of conspiracy to sell marijuana, cocaine and meth and three counts of arranging drug sales by phone. Garcia faces one count each of the same two charges.

Authorities also have clarified the number of people arrested. There are a total of 16 people who were the subject of arrest warrants in the case ? 10 charged Friday, two juveniles, Beard and Garcia, and Francisco Galindo and Oscar Galindo.

The Galindos remain on the lam.

Mueller said there are no others in custody awaiting charges. All those involved, aside from the juveniles, have been named and their charges listed.

David Neal Bain and Jeffrey Lawrence Marshall are the only two suspects to have bonded out of jail as of Monday morning.
