Winfield’s bike-riding panhandler has been slapped with a ticket by the local police department.
Lonnelle T. Foster, Winfield, was cited for begging and soliciting in the 1500 block of Manning. Foster’s become familiar to police in recent weeks after residents began complaining about the man begging for money.
Foster has approached people in the Main Street area ? and various other places in town ? with a story of sick relatives or the need for money to fill a prescription. Police Chief Danny Parker said the man has given a phony name at least once and is probably running a scam for money.
Foster ? who rides a green mountain bike ? does not appear to be dangerous. He’s basically a panhandler who hits people up for cash.
However, it’s illegal to solicit money from people unless it’s for charity, which is why Foster was cited.
